IR Leader inspects South Pars gas field

Islamic Revolution Leader Ayatollah Sayyed Ali Khamenei arrived in South Pars gas field, Assalouya, southern Iran Monday morning for an inspection of current oil and gas production and development projects.

Experts in Assalouya briefed the IR Leader on different sections and activities of the major oil and gas field, using mock-ups and site plans.

Ayatollah Khamenei then attended a gathering of senior state mangers in oil industry and contractors where Oil Minister Sayyed Masoud Mir Kazemi elaborated on various oil and gas projects drawn up for the development of the gas field.

Next the IR Leader paid a field inspection to the site of several projects underway in the area, starting with the phase 15 of the South Pars zone.

Interim Friday prayers leader of Tehran Hojjatoleslam Kazem Sediqi said on Friday that economic Jihad, the motto of the new Iranian year is a kind of worshiping, which serves background of other sorts of worshiping too.

Delivering his second Friday prayers sermon, Hojjatoleslam Sediqi said that well-enforcement of economic Jihad will yield many blessings, including elimination of unemployment and addiction.

The following is the full text of a public address delivered on March 21, 2011 by Ayatollah Khamenei the Supreme Leader of the Islamic Revolution at Imam Ridha's shrine in the holy city of Mashhad. In this speech the Supreme Leader referred to the developments in Bahrain and said that the issue of Bahrain is not a Shia-Sunni issue.

In the Name of Allah, the Beneficent, the Merciful

All praise is due to Allah, the Lord of the Worlds, and peace and greetings upon the Holy Prophet, the most noble descendant of Adam, our Master and Prophet, Ab-al-Qassem Al-Mustafa Muhammad, and upon his immaculate and infallible household, especially the one remaining with Allah on earth.

I am thankful to Allah the Exalted who gave me an opportunity to have this valuable experience again: being present at Ali ibn Musa ar-Ridha's shrine - may our souls be sacrificed for his sake and God's greetings be upon him. I would like to congratulate all the dear brothers and sisters who have attended this great and impressive meeting on the auspicious occasion of Norouz and the beginning of the new year. The people who have gathered here are in fact a sample of the Iranian people. On the first day of the year, our dear people travel to the holy shrine of Imam Ali ibn Musa ar-Ridha from nearby and distant cities and towns of the country in order benefit from the blessedness of this holy place. Our dear brothers from the city of Mashhad are also present in this impressive gathering. I extend my greetings and congratulations to all of you.

The Iranian New Year is a valuable opportunity for all Iranian people and for all Muslims who celebrate Norouz to contribute to the Islamic movement. This is the characteristic of Islam: all opportunities, all moments and all stages of life should be utilized to bring about perfection and spiritual and material progress for humanity. We Iranians can use this occasion to move towards what Islam has demanded from us and towards Islamic teachings and Islamic ahkaam [Islamic rules extracted from religious texts through Islamic jurisprudence]. This is an opportunity for us to become familiar with the lofty goals of Islam. Visiting one's relatives, paying attention to Allah the Exalted, learning good things from one another, gathering in religious and spiritual centers - these are valuable opportunities that we should benefit from.

The fact is that for many years, especially during the rule of the Islamic system, the honorable people of our country have used Norouz as an opportunity to engage in spirituality and to get closer to Allah the Exalted. If you pay attention, you will notice that during the first few hours of the new year most people gather in religious centers and holy places to pray. The meaning of this significant move is that the Iranian nation uses this traditional occasion for religious purposes. We should follow this prominent example in all affairs, and we should use Norouz to increase our knowledge, spirituality and piety and to practice Islamic ahkaam, Islamic teachings and Islamic ethics. I hope Allah the Exalted will make all of us successful in this regard.

Today I will take this opportunity to speak about three issues. First I will present a brief report of the year 1389: I will consider the issue from a broad perspective and explain the orientation of the Iranian nation and officials in the year 1389. Then I will speak about the new year, which starts from today. I will speak about this year's slogan - namely, "Economic Jihad" - and the appropriate measures that should be taken. In the third part of my speech I will speak about the regional issues: the issues of the Middle East, North Africa and the events that are happening in this Islamic region. I will discuss these issues in the light of the hypocrisy and plots of the enemies of the Islamic Ummah.

Regarding the first issue, I can say that last year's slogan - namely, "Intensified Effort and Labor" - was observed throughout the year. Our people managed to make intensified efforts in different areas. Of course intensified effort and labor reveal their effects in the long term, but it is possible to see the signs of intensified effort and labor when you take a brief look at the year 1389, what the government officials did and how our dear people cooperated with their officials. The signs are clearly visible in many areas.

Let us start with science and technology. At the beginning of the year 1389 I found the opportunity to visit an important industrial center of the country. During the last few days of the year I found another opportunity to visit a technology exhibition, and I saw the long-term results of the year-long movement with my own eyes. In the area of advanced science and technology, I would tell you that what we have achieved in the country is far more than what the people know about. A prominent scientific movement started in different areas several years ago, and fortunately this movement has gained further momentum on a daily basis.

Once I quoted an infallible Imam (a.s.), saying, "Knowledge is grandeur." It means that knowledge is a source of power for nations and individuals. "Anyone who gains this power can rule and anyone who does not will be ruled." Those who have knowledge win the upper hand, and those who fail to acquire knowledge will have to be dominated by others. This is a characteristic of knowledge and technology. Today the country is clearly moving towards obtaining knowledge in many areas, especially in newly-established and highly advanced fields. Fortunately one can see that our scientists and youth are making accelerated progress in different areas - in biotechnology, in aerospace technology, in nanotechnology, in stem cell research, in producing crucial radiopharmaceuticals, in producing antineoplastic drugs, in producing wind turbines which decrease the country's dependence on oil to a large extent, in building supercomputers which are extremely important for the country, in technologies related to new sources of energy. All of these achievements require advanced knowledge. As I said last night in my New Year address, the reports prepared by prestigious international centers show that in this area our country is moving forward faster than many countries in the world. These reports show that the pace of our progress is several times more than the average rate of progress in the world.

There are 2, 3 important points about scientific and technological progress which I would like to discuss now. The first point is that most of the scientists who are doing these things are young. The average age of the scientists who are involved in these endeavors is 35. That is to say, they are mostly young, and it is necessary to trust these youth. Of course there are also experienced and faithful professors who are involved in these scientific endeavors, and this is very valuable.

The next point is that those who do these impressive things have a lot of self-confidence, and this self-confidence is the main asset. Manpower is the main asset, and this is what our country enjoys. Our youth are making progress in this arena with high morale, and they believe that they can do anything, anything for which the country has the necessary infrastructures.

The next point regarding the issue of scientific progress is that the chain of science, technology, production and commercializing the products is in the process of being established. And this chain is very important. That is to say, we produce knowledge, turn it into technology, develop products, market the products through international trade and produce wealth for the country. We do not produce knowledge just to have a good feeling about our progress in scientific areas. No, this knowledge brings about wealth for the country and benefits all people. This is the way in which production of knowledge contributes to national wealth and addresses the needs of the people. The effects of intensified effort and labor are clearly visible in scientific areas.

The next area in which the signs of intensified effort and labor are clearly visible is economic areas. Redistributing subsidies, which was a quantum leap for the country, was one example of economic endeavors. Our dear people should know that all economic experts - both the experts who agree with the economic views of the current administration and the experts whose economic views are different from the views of the current administration - unanimously agree that redistributing subsidies is necessary, essential and very constructive. This was among the things that was demanded from previous administrations. Entering this arena was very difficult, and the ground was not fully prepared. Thankfully this work has already been initiated. To be fair, the cooperation between the government and the people was excellent. The people offered excellent cooperation when practicing the Subsidy Redistribution Law. The effects of this policy will gradually become clear in the future, although some of the positive effects have already revealed themselves. The primary goal of the law is to distribute subsidies in a fair way. The government distributes subsidies among the people. Previously the larger portion of these subsidies would go to wealthy people and those who consumed more energy. And those had less money and consumed less energy would receive a smaller share of the subsidies. The purpose of the subsidy redistribution policy is to distribute state subsidies in a fair way so that everybody receives an equal share. This is a great leap towards establishing social justice.

Managing the consumption of the country's resources - especially water and energy resources - is the second goal. I named the 1387 as "The Year of Reforming the Norms of Consumption" meaning being economical and avoiding waste. The Subsidy Redistribution Law is one of the ways in which we can truly reform the norms of consumption. Some positive effects of the law have already been noticed. Energy consumption has been reduced during the few months that the Subsidy Redistribution Law has been practiced, and this is beneficial to the country. Wasteful use of bread and flour - which are great divine blessings and a lot of efforts go into producing them - has been reduced. Consumption has been balanced in this regard. This is among the benefits we have already obtained. Of course, by Allah's favor, there will be many other benefits in the future, and reforming the economic structure is among these benefits.

The increase in non-oil exports was another sign of intensified effort and labor in the economic arena. Unfortunately our country has depended on oil exports since decades ago. All economists who care about our country reject this policy, but we have been used to this state of affairs. It is wrong to export oil and use the money to manage the country. Many years ago I said that one of my wishes is that one day we will be able to run the country without exporting even one single drop of oil. This has not happened so far. Of course it is very difficult to do this. Increasing our non-oil exports helps us move closer to this goal, and this is already happening. A great leap was made in this regard in the year 1389.

Confronting the sanctions in an intelligent and firm manner is one of the things that shows intensified effort and labor in the economic arena. These sanctions were imposed on us by the west - led by America - and unfortunately some European governments blindly followed America in this regard. Since the beginning of year 1389 they have been trying to intensify their sanctions on Iran. According to their calculations, the Islamic Republic and the Iranian nation should have been brought to their knees in 5-6 months. This was what they thought. Through the sanctions they wanted to make life so difficult for the Iranian nation and the Islamic Republic that the people would protest against the Islamic Republic. This was their goal. A clever and firm policy was adopted against these sanctions, and the sword of the enemy became blunt. The enemy did not manage to achieve its goals through these sanctions. Fortunately the officials managed to leave this situation behind through strenuous efforts. Today westerners admit that imposing sanctions on Iran is no longer effective.

They said that they would impose gasoline sanctions. This has been one of our problems over the past years. Our country is an oil exporter, but we used to import huge amounts of gasoline, which is produced from oil. They said that this was the weakness of the Islamic Republic and that they would block gasoline imports. Before they had a chance to take action, our government officials started to prepare the ground for producing gasoline. Thus, our dear homeland became self-sufficient in gasoline. Thanks to their sanctions, we became self-sufficient in gasoline. Thanks to their sanctions, our government officials started to think of a way to produce gasoline, and their efforts helped our country become self-sufficient in gasoline. I heard similar things from some of the young scientists at the technology exhibition which I visited last month. They told me, "We wanted to build a machine, and we went abroad to buy the required parts, but they told us that they would not sell them to us because of the sanctions, so we realized that we had to manufacture the required parts as well. We came back and tried to produce those parts, and we succeeded to do so without the help of foreigners." This is the clever approach. Both our people and our government officials approached the sanctions of the enemy in this way. That is to say, they deprived the enemy of his most effective tools. What you did was like disarming the enemy in a battle. This was another instance of intensified effort.

Good achievements have been made regarding the issue of employment. According to government reports, 1.6 million job opportunities were created in the year 1389. If this report is accurate, the number is half a million more than the expected job opportunities. Good achievements have also been made in such areas as housing projects, construction of highways and road systems, and electronic services - all of which are related to the infrastructures of the country. These are the economic achievements.

Many achievements have been made in other areas as well, but I will not discuss them for lack of time. In any case, thankfully it is clear that the year 1389 was truly "The Year of Intensified Effort and Labor". Of course the year 1389 does not have any special significance in itself. This year, next year and the following years will all be "The Year of Intensified Effort and Labor". The Iranian nation and its officials should make intensified efforts all the time so that we can achieve the position that the Iranian nation deserves.

Now I would like to speak about this year's slogan and the things that should be done. Of course there are important areas all of which are a priority. For example, transforming the bureaucratic system is necessary. Transforming the education system is also a fundamental necessity. The position of the humanities in universities and in research and educational centers is essential. The issues related to the culture and ethics of our society are important. However, experts believe that at this point in time economic issues are more important and more urgent than all other issues of the country. If our country manages to make jihad-like efforts in economic areas and if the big leap that has been made is coupled with other leaps, this will undoubtedly produce great results for the country, for our progress and for the grandeur of the Iranian nation.

In this regard the important criterion is the accelerated economic growth which has been specified in the fifth development plan - a growth of at least 8 percent. Productivity should be a large portion of this growth. That is to say, we should be able to utilize the country's facilities in a better way. In my speech on the first day of the year 1388, I made a few points about the issue of extravagance and the problems that exist in the area of productivity. The people should know these things. I recommend that our government officials speak to the people about the importance of increasing the share of productivity in total economic growth of the country. They should tell the people how important it is to increase the share of productivity in economic growth of the country and how important it is to decrease the difference between the income of the poor and the rich. Such differences are not favorable to us. Islam does not approve of such differences. They should try to do these things according to the fifth development plan.

Decreasing the unemployment rate is among the crucial issues of the country. Increasing private investments and helping the private sector to invest in economic projects of the country are also among the crucial issues. In this regard one of the important things that can be done is to establish cooperatives. Cooperatives can accumulate great capital and invest in important economic projects of the country. They can help resolve important problems. It is necessary to prepare the legal requirements in this regard. This means supporting the blossoming of labor.

As for economy in the use of essential resources, especially water resources, today 90 percent of our water resources are being used up by the agricultural sector. Just consider what will happen if the government succeeds in reforming the methods of irrigation and reduces this amount by only 10 percent. We only use 10 percent of our water resources for all other purposes - including household and industrial purposes. Imagine will happen if we spend 10 percent less water in the agricultural sector. In fact we will have twice as much water for non-agricultural sectors, which is very important.

The direct involvement of the people in economic matters is something necessary. This depends on providing the necessary economic information, which is a responsibility of our government officials. And I hope this process will speed up on a daily basis. Of course our media should play a role. They can raise public awareness. The government should also be active in this regard so that it can manage economic matters.

If we want this great economic movement to take place in our country in the year 1390, certain requirements should be met. I would like to briefly mention these requirements. First of all, it is necessary to have the spirit of jihad. Since the beginning of the Revolution up until now, our people have been successful whenever they have entered the arena with the spirit of jihad. We saw this during the Sacred Defense and during reconstruction of the country. Currently we can see the same thing in the scientific movement of the country. If we maintain this spirit of jihad in different areas - that is to say, if we do our duty for the sake of God in a tireless and serious manner - this movement will undoubtedly continue.

The second requirement is to strengthen spirituality and the spirit of religious faith in society. Dear people, everybody should know that piety in our society and among our youth will help our nation in worldly matters as well. It is wrong to think that piety among the youth reveals its effects only during itikaf in mosques or when reciting Dua Kumeyl. If the youth enjoy piety, they will stay away from intemperance and addiction to drugs. They will start utilizing their talents and making efforts. They will make progress in scientific, social and political areas. The same is true of economy. The spirit of piety and spirituality plays a very important role.

The next requirement is that the country should not be distracted by side issues. Most of the time there is a central issue in the country which should be the focus of everybody's efforts. But suddenly we see some people bring a side issue into focus. This is analogous to the situation of a caravan that is on an important mission and is moving through a desert towards its destination, but suddenly something unimportant attracts the attention of the caravan in one part of the desert and it stops moving forward. Side issues should not be brought into focus. Fortunately our people can think critically. They are vigilant. They can distinguish side issues from primary issues. Care should be taken not to let side issues be the focus of public attention.

Preserving unity and national solidarity is another requirement. It is necessary to maintain and strengthen the unity that exists among and between the people and government officials. The people love their government officials. They trust their officials. They help their officials. They cooperate with their officials. There is unity among the people. One of the big plots of the enemies of the Iranian nation is to foment discord inside the country under ethnic, religious, political and partisan pretexts. It is necessary to preserve unity. Fortunately our nation is vigilant. All those who care about the country and religious democracy - which is a source of pride for the Iranian nation - should cooperate in a harmonious manner. Government officials should do the same. If they have issues with one another, they should try to avoid making these issues public because this would be detrimental to our national unity. Everybody should pay attention to this point. I seriously warn our government officials about this issue. Our government officials may have issues with one another - this has always been the case. As a person who has been involved in such issues, I have been witness to such disagreements since the beginning of the Revolution. Sometimes the executive branch had issues with the legislative branch. Other times the legislative branch had issues with the judiciary. Yet other times the judiciary had issues with the executive branch. It is natural for government officials to have issues with one another, and sometimes their complaints may be legitimate, but they should not make their issues public. They should not disturb the mental and emotional peace of the people. They should not disappoint the people. They should resolve their issues among themselves. It is possible to negotiate a solution to the most important issues of the world, let alone such trivial issues. Therefore, it is important to have unity and harmony among the three branches of the government.

Of course there is an important point which I should stress. Sometimes after I announce a slogan at the beginning of the year, I see placards hanging everywhere - in Tehran and other cities of the country - with the slogan written on them. This is useless. Measures that are sometimes adopted are expensive, yet unnecessary. What I expect from government officials and from our dear people is that they should listen to these slogans and try to practice them. It is totally unnecessary to produce a large number of placards and posters and to put them up everywhere. Such things are unnecessary if they do not cost any money. And if they cost money, then they are problematic. In this regard there is no need to do something that is expensive.

Of course the central importance of economic matters does not mean that we should ignore other areas. It is necessary to pay attention to other areas as well, especially science and technology, and to help and trust our young scientists so that they can make great achievements.

As for the regional issues, the recent events which have happened in the region - in Egypt, Tunisia, Libya and Bahrain - are very important. A fundamental change is taking place in this Islamic and Arab region. This is a sign of Islamic Awakening. The same thing which has been shouted as a slogan in the Islamic Republic for decades is revealing itself in the context of these countries.

These developments have two characteristics: one is the presence of the people, and other is the religious orientation of these movements. These are two essential characteristics. The physical presence of the people - this is what happened in the Islamic Revolution. Parties, people who live in their ivory towers and political analysts could not do anything. The art of our magnanimous Imam was that he managed to encourage the people to enter the arena. When the people entered the arena with their body and soul, insoluble problems were resolved and dead ends were eliminated. Today the same thing is happening in other countries. In Egypt and Tunisia it was the people who entered the arena, otherwise intellectuals and those who live in ivory towers were always there and they were talking all along. They often called on the people to protest, but nobody would listen to them. This time it was the people who entered the arena with a religious orientation. Friday prayers, congregational prayers, Name of God, religious scholars, promoters of religion, founders of new schools of religious thought in certain countries - these were the elements that encouraged the people to step in. This is a characteristic of these events.

Why did the people step into the arena? Obviously their dignity was the factor that caused them to enter the arena. The oppressive rulers in Egypt, Tunisia and other countries had hurt the pride of the people. For example, the people of Egypt had to see the leader of their country commit the worst and most hideous crimes for Israel. If Hosni Mubarak had not cooperated with Israel in the case of the siege on Gaza, Israel could not have pressured the people of Gaza like that. Israel could not have committed those crimes without his help. But Hosni Mubarak stepped in and helped Israel to block the way to Gaza. Then they realized that the people of Gaza had dug tunnels under the ground. In order to stop the oppressed people of Gaza from using these tunnels, they built steel walls around them which ran 30 meters below the surface and cut through the tunnels. It was Hosni Mubarak who did this. The people of Egypt were watching these things, and this was why their pride was hurt.

Similar things happened in other countries as well. For example, Gadhafi showed an anti-western attitude during the first few years of his rule, but he has rendered great services to the west during the recent years. The people of Libya saw that a simple threat was enough to make Gadhafi load all the nuclear facilities of his country onto a ship and tell westerners to take them away. Just compare the situation of our nation with the Libyan nation. Our nation saw that the entire world, led by America, was protesting against Iran's nuclear program. They imposed sanctions on us. They threatened us with military attacks. They threatened that they would attack our country. Not only did our government officials not retreat, but they also increased our nuclear facilities by several times each year against the wish of the enemy. In Libya the people saw their government officials get rid of all their nuclear facilities in the face of western threats, or what they call "western incentives". Just the way you give a lollipop to a child, westerners gave "incentives" to them and they gave up everything. The Libyan people saw this happening, which filled their hearts with sorrow and hurt their pride. The same thing can be seen in all the countries whose people have revolted against their governments.

What was America's position? This is important to us. Initially the Americans were astonished by these events. They could not analyze the situation. They did not understand what was happening. They could not believe it. After these events took place, they adopted contradictory positions because they did not have an appropriate understanding of the events and because they did not know the people. Of course in the case of these and other countries, America's support for dictators is a point which has been constantly noticed about America's behavior. They supported Hosni Mubarak as long as they could. Then they realized that it was not possible to keep him in power, so they threw him away. This is a lesson to the leaders of other countries who are dependent on America. They should know that when they become useless to America, the Americans will ignore them and will throw them away like an old cloth. But they supported and defended the dictator until the last moment.

What happened was truly intolerable to America and the west. Egypt is one of the main pillars of America's Middle Eastern policies. They were relying on Egypt. They did not succeed in preserving this pillar. The people defeated them. Then the Americans tried to preserve the structure of the Egyptian regime. These are instances of America's hypocrisy and plots: deceitful and evil, but at the same time superficial. If nations stay vigilant, they can easily expose America's hypocrisy and foil its plots. After losing Hosni Mubarak in Egypt and Ben Ali in Tunisia, the Americans tried to preserve the structure of their regimes. They tried to let government officials be replaced but preserve the structure of the regimes. Therefore, they insisted that a prime minister should assume power in those countries. But the nations continued their uprising and foiled this plot. They overthrew those governments as well. By Allah's favor, America's failures will continue in the region.

After they lost their agents in these countries, they took two courses of action. One was opportunism, and the other was simulation. Through opportunism they tried to hijack these revolutions. The plot was to deceive the people. They expressed their support for the people and at the same time they tried to put their own supporters in positions of power. They were unsuccessful in this regard. Simulation was the second plot - that is to say, they tried to simulate the events of Egypt, Tunisia, Libya and certain other countries in Iran, the country that enjoys religious democracy and a populist government. They deployed their agents inside the country: truly weak and ignoble individuals who are easily influenced by human passions. They were planning to simulate a hopeless and grotesque movement in the country. But the Iranian nation kicked them in the mouth. [People shout "death to hypocrites"] The real hypocrite is America. What they are doing is true hypocrisy: they claim to support nations. They are hypocritical about Egypt. They say they support the Egyptian people.

Our dear people should know that America's President has sent a message to the Iranian nation, saying that he supports them. They claim that they are opposed to dictatorship and that they support the rights of nations. They are lying. Not only do they not show mercy to other nations, but they also show no mercy to their own people. In spite of America's critical economic situation, the current US President spent hundreds of billions of dollars from the tax paid by US citizens in order to keep banks, arms companies and oil industries going. That is to say, he is spending the money that belongs to the American people on American companies and banks. Therefore, they do not even show mercy to their own people. Today the American nation is struggling with the widespread economic crisis, and it does not have a solution. The torture centers of Guantanamo and Abu Ghraib and other torture centers are another issue. They do not understand nations. Does the current US President know what he is saying? Does he really understand who are behind his policies, or is he unaware and confused? We do not know the answer to these questions. He says that the people who had gathered at Tehran's Azadi Square are like the people at Egypt's Tahrir Square. He is right: each year on the 22nd of Bahman, the people of Iran gather at Azadi Square and shout "death to America".

The position of the Islamic Republic on the regional issues is clear. We seek to defend nations and their rights. We support Muslim nations and oppressed nations in different parts of the world. We are opposed to bullies, arrogant powers, dictators, evil individuals, hegemonic powers and plunders, no matter where they are. This is the position of the Iranian nation and the position of the Islamic system. This is the clear position adopted by the Islamic Republic. These are the policies. These are what the hearts, minds and tongues of our people and government officials say.

There are two things which are worthy of attention. One is the issue of Libya, and the other is the issue of Bahrain. Regarding the Libyan issue we utterly condemn the behavior of the Libyan government - killing and pressuring the people, dropping bombs on cities and killing civilians. But we also utterly condemn the interference of America and westerners in Libya. They claim that they want to enter Libya or carry out military operations to defend the people. This is not at all acceptable. It is one month that the people of Libya are being bombed. If you truly support the Libyan people, if you really care about the Libyan people, you should help them. You should provide them with weapons. You should give them the facilities they need. You should provide them with anti-aircraft weapons. Instead of doing these things, they stood by and watched the people being killed for one month. Now they want to step in. Therefore, you have not come to defend the people. You are after Libya's oil. You want to establish a foothold in Libya. You want to use Libya as a foothold in order to monitor the future revolutionary governments of Egypt and Tunisia, which are located on the east and west of Libya. Your intention is evil. We do not agree with the action taken by westerners, who are led by America. The United Nations, which should serve the interests of nations, has unfortunately turned into a tool in the hands of these people. It just provides what they need. This is a disgrace for the United Nations. Therefore, the presence of foreign powers and westerners in Libya is totally unacceptable. If they want to help the people of Libya, the door is open: they can help and equip the people, and the people will settle their issues with Gadhafi and others. Why do you enter Libya?

In terms of its nature the issue of Bahrain is essentially the same as the issues of other regional countries. That is to say, the issue of Bahrain is not at all different from the issue of Egypt and Tunisia. It is all about a nation whose government ignores its rights. What is the goal of the popular uprising of the Bahraini people? Their main demand is that there should be elections in which each person can have one vote. Is this too much to expect? In Bahrain there is a superficial democratic façade, but the Bahraini people cannot really vote. They are being oppressed. Westerners took this opportunity to interfere in the affairs of the regional countries by bringing up a new issue: the Shia-Sunni issue. Just because the poor people of Bahrain happen to be Shia, nobody in the world should support them. The TV channels that used to cover the details of the regional issues should now be silent about the events in Bahrain. They should not reflect the killing of the people of Bahrain. And then some people in Persian Gulf States - whether politicians or journalists - start talking nonsense, saying that the issue of Bahrain is a Shia-Sunni war. What Shia-Sunni war? It is the protest of a nation against the oppression that is being imposed on it, just like what happened in Tunisia and Egypt and just like what is happening in Libya and Yemen: there is no difference.

The Americans would be happy to use their propaganda machines in the region and pass off the issue of Bahrain as a Shia-Sunni conflict. They would be happy to both block the support that is offered to the oppressed Bahraini people and to change the nature of issues and promote them. They ask why Iran is supporting the people of Bahrain. Well, we support everybody. We have been supporting the Palestinian people for 32 years. Which country, which government and which nation has offered support to the Palestinian nation during the past 32 years? Are the Palestinian people Shia? Our people made a lot of efforts regarding the issue of Gaza. Once our youth went to the airport, prepared to go to Gaza. They wanted to go to Gaza and fight Israel. They thought they could do so, but they would not let them in. We told them not to go. We stopped them because we did not want them to get blocked outside the borders of Gaza. There was no chance they would let anybody in. Our people expressed their emotions in the case of Gaza, Palestine, Egypt, Tunisia and other places. But they were not Shia. Therefore, this is not a Shia-Sunni issue. They are making spiteful and malevolent efforts to present the issue of Bahrain as a Shia-Sunni issue. Unfortunately some people who do not have any evil motives fell into this trap. If there are benevolent people involved in this issue, I would like to tell them, "Do not make this a Shia-Sunni issue." This would be the greatest service to America. This would be the greatest service to the enemies of the Islamic Ummah who are trying to present the anti-tyranny movement of a nation as a Shia-Sunni Conflict. This is not a Shia-Sunni conflict.

We do not distinguish between Gaza, Palestine, Tunisia, Libya, Egypt, Bahrain and Yemen. Oppression against nations should be condemned everywhere. We approve of national movements that shout Islamic slogans and seek freedom. After the tanks of the Saudi government were deployed in the streets of Manama in Bahrain, the Americans showed how shameless they are when they announced that they do not consider the Saudi involvement in Bahrain as foreign interference. But when our marja taqlids, religious scholars and benevolent people tell them not to kill the people, they accuse us of interference. Is this interference? When we tell an oppressive regime not to kill its own people, they call this interference, but when a foreign government deploys its tanks in the streets of Bahrain, they say they do not consider it foreign interference! Such moves, such statements and such propaganda show how shameless the Americans and their regional subordinates are. Of course we believe that the Saudi government made a mistake. It should not have done this. It will only become hated in the region. The Americans are thousands of kilometers away from this region. Being hated in the region may not be very important to them. But the Saudis are living in this region. If nations of the region hate them, they will have to pay a huge price. They made a mistake, and anybody else who follows them will make the same mistake.

I say with clarity that, by Allah's favor, a new movement has started in the region. This movement is a popular movement. It is the movement of the Islamic Ummah. It is the movement which shouts Islamic slogans. It is a movement towards Islamic goals. The movement shows that nations have awakened. According to the divine promise, this movement will definitely achieve victory. The Iranian nation feels proud and happy about being the first to tread this path and remaining steadfast. Our young generation did not see the Revolution, but they are not less steadfast - if not more so - than the revolutionaries of that time.

Dear God, by the blessedness of Muhammad (s.w.a.) and his household, protect our dear youth. Dear God, bestow Your mercy and blessings on our dear nation. Dear God, increase the honor of those who serve this nation, this movement, Islam and Muslims. Dear God, make the holy heart of the Imam of the Age satisfied with us. Dear God, by the blessedness of Muhammad (s.w.a.) and his household, make the immaculate souls of our martyrs and the pure soul of our magnanimous Imam satisfied with us. Bestow on us of the grace and blessings that You bestowed on them.

Leader of the Islamic Revolution, Ayatollah Sayyed Ali Khameneie said on 1st day of Iranian New Year, 1390 on Monday in Mashad after naming the year as Economic Jihad Year, "US defeats in region would continue."

Speaking at the presence of thousands of pilgrims of the 8th Imam of the world Shia Muslims, Imam Ali ibn-Moussa al-Reza (AS), Ayatollah Sayyed Ali Khameneie evaluated the successful manifestation of his last year nomination of the year 1389 as the Year for Doubled Will, Doubled Efforts, in various fields, including the nation’s scientific and technological achievements, the goal orientation of subsidies, and wise management on countering the west-imposed sanctions, and at the end he elaborated on the Islamic Republic’s stands on popular movements in the region and the notorious US and western moves.

Ayatollah Khamenei began his address celebrating the Iranian nation and he entire nations that celebrate the Iranian New Year, Norouz, adding, "The nation and officials during the course of the past year truly observed and materialized double-will and worked doubly as hard whose results would be known in the long run, but in the course of the past months and in the short run, too, they have been observed in various fields."

The Leader of the Islamic Revolution referred to the biotechnology, aerospace, stem cell, production of very important radio-medicines, production of anti-cancer drugs, manufacturing wind turbines, manufacturing supercomputers and new energies, as "some of the new and advanced sciences and technologies" that the Iranian nation has mastered, emphasizing, "The young Iranian scientists are paving these paths in an accelerating pace and in accordance with the reports published by reputable international centers, the velocity of Iran’s scientific movement is greater than the world pace."

Elaborating on the particular characteristics of the country’s rapid scientific movement, Ayatollah Khameneie added, "The presence of young scientists with and average 35 year age, the spirit of self confidence and his self esteem, and the establishment of the national chain of commercializing the science and wealth generation, as some of the prominent characteristics of this scientific movement."

Focusing on commercializing the science generation, too, Ayatollah Khamenei reiterated, "If the chain of science generation, turning the sciences into technologies, production of goods, and finally commercializing the sciences would be completed, the path of science generation in the country would lead to the national wealth generation, and that would reply to the needs of the nation."

The leader of the Islamic Revolution referred to the goal orientation of subsidies as another sample of manifestation of the doubled will, doubled effort motto, adding, "Implementation of the goal orientation of subsidies objective was another sample of the doubled will, doubled effort motto, over whose correctness the entire economic experts are agreed, and has been one of the wishes for consecutive years, and was clicked, by grace of God, in the year 1389 (2009-2010), in whose implementation the cooperation between the government and the people was excellent."

Ayatollah Khamenei emphasized that the executive effects of implementing the goal orientation of subsidies would be tangible in the long run, reiterating, "Some of the results of implementing the goal orientation of subsidies, too, can already be observed."

The leader of the Islamic Revolution said one of the objectives of the goal orientation of subsidies has been just distribution of the subsidies, that is a long stride towards achieving social justice, adding, "Another objective of that plan is managing the energy consumption and true alteration of the consumption pattern and the economic structure of the country."

The leader of the Islamic Revolution added that the increased non-oil exports and approaching the important objective of cutting the country’s budget from dependence on oil was another example of manifesting the doubled will, doubled effort motto in the (Iranian) year 1389, reiterating, "Another sample was the wise and mighty encounter of the people and the officials with the US-led western sanction, which fortunately have become ineffective thanks to the hart and intensive work of the officials in various sections, has disarmed the enemy and now the westerners themselves are confessing that the sanctions are of no use any more."

Ayatollah Khamenei referred to the moves made for job creation, rural and urban house construction, construction of highways and roads and the electronic communications as other samples for the manifestation of the doubled will, doubled effort motto at the economic field, emphasizing in his summing up of the last year move in the country that in real sense of the word the year 1389 was the Year of Doubled Will, Doubled Efforts, adding that of course such a move is not exclusively for the year 1389, and must expand into the current year and into the years ahead until the Iranian nation would achieve its deserved status.

The second part of the Leader of the Islamic Revolution’s address was allocated to the nomination of the current year as the Year of Economic Jihad.

Ayatollah Khamenei first elaborated on the reason for nomination of the year, arguing, "Although there are major tasks to be accomplished in the country, the analysts believe one of the topmost important issues presently is the economic issues and the needed Jihadi moves in this field, because if the Islamic system would show its capability in solving the economic problems to the world and to the entire nations, this would have a great effect on the advancement of the country and the grandeur of the Iranian nation."

Islamic Revolution Leader said that the main index in country’s economic movement is the predicted economic growth in the Country’s 5th Comprehensive Economic Development Plan, adding, "In the 5th Economic Development Plan an 8% economic growth is predicted and productivity plays an important role in materializing that objective.

The leader of the Islamic Revolution emphasized that the officials must elaborate the importance of increasing the productivity index in improving the economic growth for the people, reiterating, "Among the other moves that need to be done at the country’s economic field there are decreasing the unemployment rate and increased jobs, increased investments of the private sector and strengthening the private sector by establishment of cooperatives, preparation of the legal and permissible infrastructures, supporting the blossoming of trades, providing the required backgrounds for economizing in consumption of major substances, particularly water in the agricultural field, and direct participation of people in the economic field."

Ayatollah Khamenei emphasized the need for provision of information for the people in economic field and enabling them for direct participation in economy, adding, "The media, and particularly the radio and television networks have an important role in this respect and they must enlighten the people regarding the economic information and issues, while the government, too, must have a more dynamic approach."

The leader of the Islamic Revolution continued focusing on the necessities of the major economic movement in the year 1390, emphasizing, "Conducting economic Jihad is in need of a Jihadi spirit, strengthening the spiritual and religious attitude of the people, refraining from marginal engagements in the country, and maintaining national unity and solidarity among the people and the officials."

The leader of the Islamic Revolution seriously reminded and warned the heads of the three branches of power of the country not to criticize one another openly before the public opinion, reiterating, "The country’s officials have as of the beginning of the Islamic Revolution had criticism about the conduct of one another and this is the nature of the job, but the people should not be engages, or disheartened, while the officials should solve the disagreements within themselves."

Ayatollah Khameneie also focusing on the way of nominating each year and the reactions to it, added, "Sometimes the nominations and mottoes of each year are propagated in billboards and posters spending huge amounts of money in Tehran and the other cities’ streets, while this is a useless move and contrary to the main objective of nominating each year."

Ayatollah Khamenei emphasized, "The objective of nominating each year is taking effective moves, not putting up signs, chanting mottoes, or sticking related pictures on billboards."

The third and last warning of the leader was not to ignore the non-economic fields in the year 1390, particularly the scientific and technological priorities.

Ayatollah Khamenei then elaborated on the popular movements in the region in Tunisia, Egypt, Bahrain, Yemen and Libya.

The leader of the Islamic Revolution said that these movements are very important and signs of a basic development in the Arabic-Islamic region and the Islamic awareness of the Ummah, adding, "Two major elements in these movements are the presence of the people at the scene and their religious attitude."

The leader of the Islamic Revolution said that the main reason why the human conscience and the dignity of the region’s nations is hurt is the improper conduct of their despotic rulers, reiterating, "For instance, the conduct of Hosni Mubarak in Egypt and committing the most criminal acts on behalf of the Zionist regime, particularly regarding Gaza, and the conduct of Qaddafi on Libya, like delivering the nuclear facilities of that country to the Americans in confrontation with the baseless threats and minute promises of the west, were among the moves that hurt the pride of the peoples."

Ayatollah Khamenei further elaborating in the same respect said, "The western threats and pressure, led by the United States did exist against Iran, too, and they still exist, but the Islamic Republic's officials have not only not backed up in confrontation with them, but increased their nuclear facilities each year, as well."

The leader of the Islamic Revolution elaborated on the conduct and the sands of the Americans regarding the regional developments, adding, "The Americans were at the beginning amazed and devoid of analyses on the regional developments, which was why their respective stands were contradictory."

The leader of the Islamic Revolution emphasized, "Supporting the dictators is the fixed policy of the Americans and they defended Husni Mubark, too, to the very end, but when they noticed that the continuation of his presence is not possible they threw him out like a handkerchief, which should be a lesson for the independent leaders."

Ayatollah Khamenei said that the fall of the Egyptian dictator was a sever blow against the US Middle East policies, adding, "When the united States lost hope in preserving Ben Ali and Husni Mubarak, it began a notorious and nasty, but of course simple effort aimed at preserving the structures of their dictatorships in Tunisia and in Egypt, but that effort, too, was defeated with the continuation of the popular movements in those countries."

Ayatollah Khamenei reiterated, "After facing defeat in those two plots, the Americans resorted to opportunism and assimilation in their strategies, trying to confiscate the revolutions, in which they also faced defeat."

The leader of the Islamic Revolution referred to the US efforts aimed at assimilation of the regional developments in Iran, adding, "Resorting to wretched figures who were under the reign of their temptations to create a funny caricature of those movements in Iran, but the Iranian nation hit a punch on their mouths and this plot, too, faced defeat."

Ayatollah Khamenei referred to the conduct of the United States regarding the popular movements in the region and their claim on supporting the will of the nations, arguing that it is hypocritical, and referring to the US president’s claim regarding his support for the Iranian nation, said, "We do not know whether the current US president knows what he says, or he is ignorant and dizzy? He says the people at Tehran’s Azadi Square are the same as the people at (Egypt’s) Tahrir Square, while the people every year gather at Azadi Square and their main mottos is 'Death to America'."

The leader of the Islamic Revolution emphasized that the US claims on supporting the nations, too, have always been lies, as they not only have no mercy for the regional nations, but also have no mercy for their own nation, because the current US president under such conditions that his country is going through the most critical economic conditions of that country has sent billions of dollars of the American people’s money to the pockets of weapon builder factories and the oil cartels and is still doing so.

Ayatollah Khamenei further elaborating the ongoing regional movements, referred to the situation in Libya, adding, "The Islamic republic of Iran, too, condemns the behavior of the Libyan government and the massacre of the people there, but we also condemn the US and western attacks cent per cent."

Ayatollah Khamenei totally ruled out the truthfulness of the Americans and the west that their move is aimed at supporting the Libyan people, emphasizing, "If they are truly the supporters of the Libyan people why did they remain sitting idle watching the massacre of the people?"

"The United Sates and the west are merely after the Libyan oil and strengthening their footholds in that country so that they would be able to monitor the behavior of the future governments in Tunisia and in Egypt," he added.

The leader of the Islamic Revolution considered the UN behavior regarding Libya, too, a blot against the reputation of that intentional organization, adding, "Instead of being at the service of the nations, the UN has become a tool at the disposal of the United States and the west."

Ayatollah Khamenei then referred to the recent developments in Bahrain, emphasizing, "The nature of the movement of the people of Bahrain is quite the same as the movements in Egypt, Tunisia, Libya and Yemen, because the people of Bahrain, too, want the right to vote freely in elections, which is not demanding too much."

The leader of the Islamic Revolution said that talking about the Shia-Sunni issue in Bahrain developments by the United States and the west is merely a pretext aimed at blocking the path for supports for the movement of the Bahraini nation."

The leader of the Islamic Revolution expressed sorrow that some people have fall preys in that trap of the Americans, emphasizing that stressing over the Shia-Sunni issue in Bahrain issue is serving the Americans and the enemies of the Islamic Ummah.

Referring to the support of the Islamic Republic of Iran for the Palestinian nation, and particularly the 22 Day Gaza War, Ayatollah Khamenei reiterated, "The Islamic Republic of Iran supports the Palestinian nation, as well as the recent regional movements in Tunisia, Egypt, Libya and Yemen, while they are not Shia Muslims, because in such issues there is no place for the Shia-Sunni discussions and therefore, regarding the Bahrain issue, too, it is not possible to remain silent merely because the people are Shia."

Regarding the interference of the Saudi government in Bahrain developments, Ayatollah Khamenei added, "The peak of the Americans and their mercenaries’ impudence is where they do not consider the presence of Saudi tanks as interference in the internal affairs of Bahrain, but the objections of the sources of jurisprudence and the well wishers of the Bahraini people as Iran’s interference!"

The leader of the Islamic Revolution said that the military interference of the Saudi government in Bahrain is a grave mistake, emphasizing that this move would lead to the hatred of the regional people against the Saudi regime and would definitely have grave aftermaths for Saudi Arabia."

Summing up the regional developments, Ayatollah Khameneie reiterated, "The new movement that has started in the region is the movement of the Islamic Ummah with Islamic objectives and orientation, and this movement would as God has promised be victorious with a chain of US defeats in the region."

Ayatollah Khamenei emphasized, "The stand of the Islamic Republic of Iran regarding the regional developments is defending the nations and the nations’ rights and opposing the dictators and the oppressor regimes."

In the Name of Allah, the Beneficent, the Merciful

O Conqueror of hearts and sight,
O Planner of night and day,
O Transformer of power and circumstances,
Change our condition to the best of conditions.

I would like to congratulate my dear countrymen across the country, all Iranians living in different parts of the world and all nations that value Norouz [Iranian New Year] on the auspicious occasion of Norouz and the beginning of spring and the new year. In particular I would like to extend my congratulations to the individuals and families who are rendering services to the country, the Revolution and the Islamic system, the families of our dear martyrs, our disabled war veterans and their families and the families of those who have sensitive and important duties and cannot be with their families during these holidays. I hope, by Allah's grace and favor, the people of Iran will have a happy year full of divine blessings. I hope the Iranian people will be successful in all arenas.

Of course the bitter tragedies that are being imposed on the people of certain countries - such as Bahrain, Yemen and Libya - prevent us from fully enjoying the New Year celebrations. I hope Allah the Exalted will soon bestow deliverance on the people of these countries - the people of Bahrain, the people of Yemen and the people of Libya. I hope Allah the Exalted will punish the enemies of these nations.

Eid shows the natural progression of man through the year, month, day and night. And because this progression should be towards perfection and transcendence, each Eid enables man to enter a new stage in life. By Allah's grace and favor, we Iranian people managed to make great accomplishments in the year 1389. I named the year 1389 as "The Year of Intensified Effort and Labor". Fortunately this slogan was practiced throughout the year. I can claim that over the past years "Intensified Effort and Labor" was the most successful slogan in terms of attracting the attention of the people and government officials, and it closely corresponded to the situation of the country. Fortunately the people and the government truly showed intensified effort and labor throughout the year. We were witness to great accomplishments by the officials of the three branches of the government in economic arenas, in political arenas, in the arena of public presence on political and revolutionary scenes, in the arena of science and technology, in the arena of foreign policy and in various other arenas. In particular the executive branch made great achievements last year, one example of which was the implementation of the sensitive and great Subsidy Redistribution Law. They started this enormous task, and I hope they will finish it successfully.

In general I feel that thankfully our nation is moving well on the path of progress and transcendence. Of course this movement, which has gained further momentum on a daily basis, is the result of many years of efforts by our people and government officials. But this movement has gained further momentum with the passage of time. For example, in the arena of production of knowledge, according to the figures presented by global and international centers, the contribution of our country to global scientific progress and production of knowledge is more than 11 percent. This is while our people make up only one percent of the population of the world. The contribution of the second country in the region to the production of knowledge was less than 6 percent. Therefore, our country has thankfully made good progress in different areas. This accelerated movement, which has been accompanied by serious efforts and determination, should be continued.

Among the national issues - which should be the focus of our determined efforts in the year 1390 - economic matters are one of the most essential tools which are used by the enemies of our people to counter our nation. Of course they are active in cultural, political and scientific arenas as well, but they are much more active in the arena of economic matters. The sanctions which were imposed on us by the enemies of our nation were an attempt to thwart the accelerated progress of our country. Of course their wishes were not fulfilled, and they did not manage to get the results they wanted. The measures adopted by our government officials and the cooperation of the people foiled the enemies' plot. But they will not give up. Therefore, in the new year, which starts from now, we must pay attention to the most essential issues of the country, and I believe economic matters are the pivot of these issues. Thus, I hereby name this year as "The Year of Economic Jihad", and I expect our officials - who work for the executive branch, the legislative branch and economic sectors of the country - and our dear people to make selfless efforts in the economic arena. It is not enough to move forward at an ordinary pace. We must make selfless efforts and accelerated progress.

As you know, we are entering the third year of the decade of justice and progress. Of course good achievements have been made both in the arena of progress and to a large extent in the arena of justice, but our movement must be such that we can call this decade the genuine manifestation of progress and establishment of justice. Fortunately with the movement that has started in the world of Islam, one feels that by Allah's favor this decade will be the decade of progress and justice for the region as well.

I hope Allah the Exalted will bestow His blessings on you dear people of Iran, on you dear government officials and on you faithful, spirited, active and talented youth. I hope God will help you benefit from the prayers of the Imam of the Age (may our souls be sacrificed for his sake). I commemorate our dear martyrs and our magnanimous Imam (r.a.), and I hope that by the blessedness of their souls, Allah the Exalted will bestow His mercy, grace and blessings on the Iranian nation.

Leader of the Islamic Revolution Ayatollah Sayyed Ali Khamenei in a message on the occasion of new Iranian year (1390 in Persian calendar which coincides with March 21, 2011) felicitated the approach of new Iranian year and spring.

Referring to great achievements of the Iranian nation and officials, as well as Iran's expedited pace towards progress over last year which was named “The Year of Double Efforts and Double works” by the Islamic Revolution Leader, Ayatollah Khamenei named the new year the year of Economic Jihad (or Economic Endeavor).

Ayatollah Khamenei emphasized that all Iranian officials and nation should prepare the grounds for realization of progress and materialization of justice with their Jihad-style movements and great efforts.

Ayatollah Khamenei commemorated late founder of the Islamic Republic Imam Khomeini and martyrs while felicitating all Iranian and other nations who celebrate Nowruz every year.

"I felicitate this auspicious celebration especially to martyrs' families and war disabled veterans, as well as the families of those employees who are commissioned to sensitive and important tasks these days," IR Leader added.

Referring to tragic incidents of Bahrain, Yemen and Libya, Ayatollah Khamenei said that the bitterness of those tragic incidents "does not let us enjoy the New Year and we hope that God will help the nations of those countries."

Referring to the naming of last Iranian year as year of double efforts and double work, Ayatollah Khamenei noted that the people of Iran and Iranian officials made great achievements and the motto of that year was materialized throughout the entire year.

Ayatollah Khamenei said that it can be said that one of the mottos of past years that received the attention of people and officials and it corresponded with the country's status quo was the motto of "Double Efforts and Double Work".

Leader of the Islamic Revolution noted that the subsidized goods plan was one of the greatest achievements of last Iranian year.

"The country of Iran has started a fresh progress in the path of development and perfection which is being expedited day by day," Ayatollah Khamenei added.

Ayatollah Khamenei pointed to Iran's progress in scientific production according to accredited international organizations which was more than 11 percent while noting that such progress should be pursued more seriously.

IR Leader pointed out that the progress of the country which was ranked second after Iran in the region was six percent which shows Iran's big leap forward.

Referring to the recent Islamic awakening in Muslim World, Ayatollah Khamenei said that the recent movements in Muslim World were harbinger of progress and justice in the region.

Leader of the Islamic Revolution pointed out that progress has been quite evident in different spheres such as economy, foreign diplomacy and scientific areas.

The following is the full text of the speech delivered by Ayatollah Khamenei on February 21, 2011 in a meeting with a group of government officials. The meeting was held on the occasion of the Holy Prophet's (s.w.a.) birthday anniversary.

In the Name of Allah, the Beneficent, the Merciful

I would like to congratulate you dear audience, the entire Iranian nation, the great Islamic Ummah and all the people who fight for freedom and justice throughout the world on the auspicious birthday anniversaries of the Holy Prophet (s.w.a.), Muhammad ibn Abdullah, and his honorable descendant, Ja'far ibn Muhammad al-Sadiq (a.s.).

The birth of the Holy Prophet (s.w.a.) was the beginning of a brilliant dawn in the life of humanity. His birth made the people of his time see the divine warnings with their own eyes. The castles of oppressive kings collapsed. The fire temples went out. Divine power put an end to superstitious beliefs in different parts of the world. The birth of the Holy Prophet (s.w.a.) was a prelude to his be'that [being appointed as prophet]. And this be'that was a blessing for all people throughout the world. As the Holy Quran says, "And We have not sent you but as a mercy to the Worlds." [The Holy Quran, 21: 107] The entire world has benefited from his holy existence, and it will do so in the future as well. The advances made by humanity, the scientific advances, the different areas of knowledge and the great discoveries that have been made in the world are all because of the emergence of the light of Islam in that amazing historical era. And this blessing was made available to people. If humanity had more knowledge, if humanity enjoyed a deeper understanding, if humanity knew the Prophet (s.w.a.), if humanity was familiar with Islam, if humanity knew the message of Islam, today the scene of history would be a different scene. The ignorance of human beings and their short-sightedness have made them fall behind. Definitely the more time passes and the more human beings increase their capacity for understanding, the more this brilliant sun will reveal itself. Then human beings will benefit more from this light of life. And today we can see the signs.

Today the world is frustrated at the heavy impositions of materialistic civilization, and it is looking for a way out. Today the wave of Islamic Awakening that you see in certain Islamic countries, such as Egypt and Tunisia, is a sign that humanity is frustrated. When demons dominate the life of people - human demons are more dangerous than jinn demons - and when the arrogant powers of the world mislead the people of the world by interfering in the personal life of people, their economy, their understanding and their ideologies, life enters a dark void. This darkness goes against the nature of human beings, and it awakens the human nature of people. This is what is happening in the world. The western world, which is enslaved by the hegemony of material power, is frustrated today. If we Muslims could present Islam appropriately and if we could adjust our behavior according to Islam, the entire world would definitely turn to Islam. The problem is with us. We are the first people addressed by the Holy Quran and the message of the Holy Prophet (s.w.a.). We should reform ourselves. We should improve ourselves.

Thanks to Islam, nations have awakened today. One can see this awakening throughout the world of Islam. The first effect of this awakening is the expression of hatred toward the presence of the arrogant powers in the region. The Americans are trying to keep away from the great popular movement which can be seen today in certain Islamic countries. But this is not possible. The primary purpose of these movements is to oppose the hegemony of the arrogant powers over this region. It is the hegemony of the arrogant powers that has humiliated the nations of the region. It is the machinations and interference of the arrogant powers in the region that have prevented Muslim nations from extending a hand of brotherhood towards each other, from understanding each other, from pooling their resources, from establishing a genuine Islamic Ummah. It is necessary to put an end to this state of affairs. Nations should get rid of the interference and hegemony of the arrogant powers. This is the key to resolving the problems of the region. The problems of the regional peoples and movements - governments which have moved away from their people - are due to the presence of the arrogant powers, especially America, in the region. The solution to the problems of the region is that the peoples and governments should wake up to the reality and prevent the great Satan from dominating and interfering in the destiny of their nations.

America's Middle Eastern policies have turned the peoples of the region against their governments. These policies have created a chasm between the peoples and governments of the region. If the people of a country join their government, no foreign power will be able to dominate that country. No foreign power can resist the power of the people. What we see today in certain Islamic countries is the presence of the people on the scene. When the people are present on the scene, the sword of the superpowers becomes blunt. Then the superpowers cannot bully the people. The superpowers help their friends and mercenaries dominate the people - bully the people. When the people step into the arena, their governments receive support, providing that their governments join their people. This is the solution to the problems of this region.

Today the fake Zionist regime is like a cancerous tumor in the region, a tumor that has plagued the region. The arrogant powers have focused all their efforts on safeguarding this cancerous tumor in the region. The existence of this cancerous tumor in the region has caused war, discord and wrong policies in the region. They are doing everything in their power in order to safeguard this tumor and preserve their stronghold in the region. Today we are witness to the signs and consequences of these efforts: the reaction of the peoples of the region. When the people awaken, they do not tolerate such conditions.

I believe that the movements which we see today in certain Islamic countries are the reaction of the peoples to the long-standing humiliation that the arrogant powers have imposed on them. Today they have found an opportunity, and they have stepped into the arena.

Religious scholars and political, scientific and academic figures have a very heavy responsibility to shoulder. Today the people of these countries are in need of the guidance of these prominent figures - political figures, scientific figures, academic figures, religious figures. They have a heavy responsibility. They must not let the system of arrogance use the different tools they enjoy and hijack this great popular movement. They must not let the system of arrogance steal this popular movement. They must be vigilant. They should guide people towards the goals and ideals which are lofty for all countries. If this happens, the region will have a bright future - the future of the Islamic Ummah will be bright.

There are about 1.5 billion Muslims in the world. In terms of our strategic position and our natural resources, we Muslims enjoy a very sensitive position in the world. But it is others who are ruling us. It is others who determine our destiny. They make decisions about our oil and our governments. This state of affairs must be transformed, and there is no doubt that it will be so. The signs of this transformation are clearly visible today, and Islamic Awakening is one of these signs.

Islam tells its followers: "Muhammad is the Messenger of Allah, and those with him are firm of heart against the unbelievers, compassionate among themselves. You will see them bowing down, prostrating themselves, seeking grace from Allah and pleasure. Their marks are in their faces because of the effect of prostration." [The Holy Quran, 48: 29] These are the characteristics of the Islamic Ummah. Reliance on God, remembrance of God, engaging in dhikr, humility before God - these are the signs of the spirituality that members of the Islamic Ummah enjoy. Islam educates such people. Its followers are humble before God and kind towards their religious brothers, but they stand firm like a mountain against oppressors and arrogant people. "That is their description in the Torah and their description in the Gospel - like as sown corn that sends forth its shoot and strengthens it and rises firm upon its stalk, delighting the sowers." [The Holy Quran, 48: 29] These are the developmental stages of the Islamic Ummah. It rises from under the ground, grows, thrives and becomes strong, "delighting the sowers". Even those who prepared the ground for its growth are surprised. It is the hand of divine power that helps human beings grow like this. "That He may enrage the disbelievers with (the sight of) them." [The Holy Quran, 48: 29] When the arrogant enemy looks at the faithful individual educated by Islam in this way, he is understandably enraged. This is how we should act. We should reform ourselves. We should adjust our life according to the Holy Quran. We should adjust our behavior towards friends, enemies and arrogant powers according to the Quranic plan. Allah the Exalted has promised that He will reward those who act like this, and this reward will be offered both in this world and in the hereafter. In this world the reward includes glory and the divine beauties and blessings which have been made available to human beings. And paradise is the reward in the hereafter.

This is the path that you dear people of Iran are treading. By Allah's favor, you will continue treading this path. Fortunately we see that today Muslim nations from different parts of the world of Islam are gradually moving towards this path. Allah the Exalted says: "And the end is for the God-fearing." [The Holy Quran, 7: 128] If we practice fear of God as a principle in our actions, there is no doubt that ultimate victory will belong to the Islamic Ummah. And by Allah's favor, this future is not far away.

I hope Allah the Exalted will enable all Muslim nations and the Islamic Ummah - particularly the elites and influential figures of the Islamic Ummah - to benefit most from the teachings of the Holy Prophet (s.w.a.) and the Holy Quran. I pray to Allah the Exalted to bestow His bountiful blessings on our magnanimous Imam who opened up this path in front of us and on our dear martyrs who sacrificed their lives on this path.

The following the full text of the speech delivered on February 20, 2011 by Ayatollah Khamenei to the participants of the 24th International Islamic Unity Conference in Tehran.

In the Name of Allah, the Beneficent, the Merciful

I really enjoyed the comments that our dear brothers made. I wish there was more time and I could benefit from the comments of the other brothers as well. When I hear such comments from you, once again I can visualize the greatness of Islam, Islamic teachings and the victory of Islam.

Today's meeting and the conference you are holding are arranged in the name of unity - unity in the world of Islam and among Muslims. Of course unity is the central issue. If Muslims are truly united, most of their problems will be resolved. We should all make efforts to make hearts, and not just statements, move closer to each other. When hearts get closer to each other, actions will converge as well.

Today the world of Islam is at a historic stage. We need to become familiar with this stage. We must not turn our attention away from this stage. Such a situation has never existed in the past 30 years - ever since the victory of the Islamic Revolution in Iran. When I call this a stage, I do not mean that the world of Islam has been calm during the past 30 years. It does not mean that the world of Islam has been silent and indifferent. It is my belief - and it is definitely a fact - that over many years the movement of luminaries and reformers, the blood of selfless individuals, the teachings of intellectuals and finally the Islamic Revolution in Iran have affected the world of Islam. They have transformed hearts. They have illuminated the paths. As a result, the necessary motives have accumulated over time, and they are manifesting themselves at this opportunity. This stage is an important stage. It can help us resolve the problems of the world of Islam. It can also create other problems if we fail to develop appropriate knowledge of this stage and make use of the opportunity.

What has happened is the presence of millions of people on the scene. This is a unique event. It was this movement that managed to save Iran in the Islamic Republic. If parties, political groups and prominent figures had stepped into the arena instead of millions of ordinary citizens, such an effect would not have been produced. The presence of millions of ordinary citizens produces an effect that cannot be produced in any other way. Of course the presence of millions of people on the scene is impossible in the absence of strong faith. Stepping into the arena, staying there until the ultimate result is achieved and safeguarding the ultimate result - these things require religious faith.

Somebody mentioned the French Revolution in this meeting. The French Revolution was a popular movement, and it achieved victory. But that victory was not safeguarded. The French Revolution took place in the year 1789. In the year 1800 - that is to say, 11 years after the French Revolution - another monarchy was re-established in France. Napoleon came to power as if there had been no revolution. After Napoleon died, members of the same royal family who had been removed by the French Revolution - namely, the Bourbons - came to power again. For many years the right to rule was passed on from one monarch to another. Therefore, the people of France gave rise to the French Revolution, but they failed to safeguard it. This is a very important point. Thanks to religious faith, thanks to Islam and thanks to the fact that the spirit of the Quran was constantly instilled into the hearts of our people, we managed to safeguard our Revolution. This is what can ensure the survival of movements, their continuation and their victory. This must happen.

Today the people are present on the scene - in Egypt, in Tunisia, in some other parts of the world. It is necessary to manage this public presence. The enemies are trying to present this movement as a non-Islamic movement. This is wrong. The movement is definitely Islamic. The historical background of Egypt shows this. The current Egyptian movement shows this. The slogans shouted by the people and their participation in Friday prayers show this. Therefore, the movement is definitely Islamic although the enemies are trying to prevent this Islamic characteristic from being consolidated in Egypt or in other places. It is necessary to strengthen this movement.

America is the root of the problem in the world of Islam. The presence of the arrogant powers and colonialists in the world of Islam has always been the biggest blow to Muslim nations' Islamic and national identity. From the east of the world of Islam, from Indonesia, Malaysia and India to Africa - colonialists have been present in every part of the world of Islam. Their presence has weakened Muslim nations, shed their blood and undermined their determination. Today America is the main arrogant and colonial power: the rest are on the margin. The presence of America is the greatest problem. Today the presence of America is more important than all other problems of the world of Islam. This problem should be solved. It is necessary to push America out of the arena. It is necessary to weaken it, and fortunately it has already been weakened. Today's America is different from the America of 20 or 30 years ago. Today America is very weak, and it is necessary to keep it that way. We must not lose hope.

The early Islamic era is a model for us. I am not claiming that all the events of our time are identical to the events of the early Islamic era. No, the world has changed. Forms and motives have changed, but the early Islamic era is like a very complex and artistic picture in which one can see different historical stages of the life of the Islamic Ummah until today and until the end of time. If a person compares each part of this picture with his own time, he would realize the similarities.

Notice that when faced with the enemy, there are two kinds of reactions: "And when the hypocrites and those in whose hearts was a disease began to say: Allah and His Messenger did not promise us (victory) but only deception. And when a party of them said: O people of Yathrib, there is no place to stand for you (here), so go back." [The Holy Quran, 33: 12-13] This is one reaction when faced with such events. "And when the believers saw the allies, they said: This is what Allah and His Messenger promised us, and Allah and His Messenger spoke the truth, and it only increased them in faith and submission." [The Holy Quran, 33: 22] This is another reaction. Both reactions are related to the same event. They are both related to the Battle of the Trench. When some people look at the Battle of the Trench, they say, "Allah and His Messenger did not promise us (victory) but only deception." Some others say, "This is what Allah and His Messenger promised us, and Allah and His Messenger spoke the truth, and it only increased them in faith and submission." This is an important point. This shows our current situation.

There are two kinds of people. Some people are intimidated when they see the power of America, when they see its military power, when they see its diplomatic power, when they see its power of propaganda, when they see its huge sources of money. They say, "We cannot do anything. Why should we waste our energy?" There are such people living among us. We had such people among us during the Revolution as well. We had to deal with people who used to say, "Why all this trouble? Just settle for a minimum and be done with it." Some people were like this.

In contrast, there are other people who compare the power of the enemy with the power of Allah the Exalted. They compare the glory of the enemy with the glory of God. Then they see that the enemy is nothing compared to God. They also have faith in the divine promise. This is an important point. Allah the Exalted has promised, "Surely Allah will help him who helps His cause." [The Holy Quran, 22: 40] This promise is definite, and it has been repeatedly emphasized. If we have faith in the divine promise, we will act in a certain way. And if we suspect the divine promise, we will act in a different way. Allah the Exalted has specified those who suspect His promise: "And (that) He may punish the hypocritical men and the hypocritical women, and the polytheistic men and the polytheistic women, the entertainers of evil thoughts about Allah. On them is the evil turn, and Allah is wroth with them and has cursed them and prepared hell for them, and evil is the resort." [The Holy Quran, 48: 6] Such "entertainers of evil thoughts about Allah" exist today as well. God also says, "Nay, you rather thought that the Messenger and the believers would not return to their families ever, and that was made fair-seeming to your hearts and you thought an evil thought and you were a people doomed to perish." [The Holy Quran, 48: 12] Distrust of God causes people to stop moving forward and making efforts. If we trust God, we can move forward.

We trust God, and Allah the Exalted has not done anything to undermine this trust. During the past 33 years, Allah the Exalted has treated us the way we believe He treats believers. We had a lot of problems. We emerged victorious out of all these problems. An economic siege is not something trivial, and it has never been trivial. We rose above the siege. Recently they told us that they would stop selling gas to our country. Our country exports oil, but it imports gas. They told us that they would stop selling gas to our country. This is just an example. There are hundreds of such examples. Our experts started making efforts while relying on God, and we became self-sufficient in gas in less than a year. They imposed an eight-year war on us. They forced us to fight a spiteful and evil enemy like Saddam Hussein, and they did everything in their power to support and defend him. Thankfully we managed to rise above this situation.

We made progress in all areas relying on God. We have made progress in the arena of science as well. The issue of nuclear technology was mentioned [as an example] in this meeting. By Allah's grace, we managed to make progress in nuclear technology. Today westerners are creating uproar, but they do not know all the details. They level allegations. They speak against us. They broadcast propaganda. They exert pressure on us. But they cannot do anything to stop us. The passage of time is to our benefit. We are making constant progress, and they are just making uproar. This is what happens when you enter the arena relying on God.

Two or three years ago the youth who are working on nuclear technology persistently demanded a meeting with me. They set up an exhibition in this Hussayniyyah so that I could see their achievements up close. I went there, and I saw that everybody was young and faithful. There was a time when they thought that anybody who enters the arena of modern sciences and becomes an expert should be indifferent to religion. What I saw was the opposite. All of them were faithful and sincere youth. They were all interested in religion. The same is true of different sectors of our country. This is what we have experienced, and this experience is at the disposal of the world of Islam.

Of course Egypt and other Muslim countries are thankfully full of Islamic concepts and teachings. I am familiar with the Islamic teachings that have been prevalent in Egypt during different eras. As I said in the recent Friday prayer sermons, the Egyptian nation was the first to become familiar with western culture - Napoleon introduced western culture into Egypt. It was also the first Muslim nation to realize and confront the flaws of this culture. Sheikh Muhammad Abdu, Sayyid Jamal and others had chosen Egypt as their stronghold, and they were the first to face and fight western culture. Afterwards, Egypt and many other Arab countries thankfully became a center for development of Islamic thoughts, and they were useful to Islam in its entirety.

Today the Egyptian people are present in the arena. Efforts should be made in order to prevent the enemy from hijacking and diverting the movement of the Egyptian people. Efforts should be made to prevent the enemy from leaving a vestige of taghut and the pharaonic regime in Egypt, which may gradually spread throughout the country. It is necessary to be vigilant in this regard. This is the duty of the Egyptian people as well as the entire world of Islam.

It is necessary to eliminate discord among Muslim nations. The first effect of Islamic unity is that Muslim nations should sympathize with each other. When a Muslim nation is happy, other Muslim nations should also feel happy. When a Muslim nation is sad, other Muslim nations should feel sad. When a Muslim nation is in trouble, other Muslim nations should share in their trouble. When a Muslim nation asks for help, other Muslim nations should rush to its aid. This is our duty. We believe in this divine promise. We believe that "those who strive hard for Us, We will most certainly guide them to Our paths." [The Holy Quran, 29: 69] And Allah the Exalted will undoubtedly help faithful people.

We should all appreciate such meetings. This heartfelt closeness is very valuable. The Shia-Sunni disagreements are the things that the enemies of Islam want to emphasize today. Those who speak about Shia and Sunni Islam and the differences do not believe in what Shia or Sunni Muslims say. They believe neither in the Islamic luminaries of the past, nor in contemporary religious scholars. They have other goals. It is necessary to rise above all these things and restore unity. By Allah's favor, unity will prepare the ground for the victory of the world of Islam.

The world day of Nowruz, which is the most cherished of all the Iranian festivals and is now recognized internationally, will celebrate by UNESCO and several diplomats from different countries across the world will participate in the event.

The ceremony will be held at the United Nations for the first time after the UN's General Assembly in 2010 recognized the International Day of Nowruz, describing it a spring festival of Persian origin which has been celebrated for over 3,000 years, , IRIB reported on Sunday.

Every year Nowruz is celebrated and observed by eleven countries including the Islamic Republic of Iran, Turkey, Turkmenistan, Albania, Kyrgyzstan, India, Afghanistan, Macedonia, Azerbaijan Republic and Tajikistan.

The big Haft Sin (7sin) Table will set in the central building of the UN in front of the entrance of the General Assembly's large hall and the eleven countries will present their last cultural symbols in the table.

The General Assembly of the UN on Feb 18, 2010 approved a resolution and recognized the International Day of Nowruz, a spring festival of Persian origin.

IRI's permanent Representative to the UN, Mohammad Khazaei will welcome the guests and present lecture to the participants.

"Since more than 300 million people from different countries around the world including Balkan in Europe, Central Asia, Caucasus and the Middle East will attend Nowruz ceremony which is 3,000 years old," he added.

Khazaei said more than 150 scientists and researchers from the mentioned countries including Iran, Tajikistan and Afghanistan will present their last cultural and historical essays in the field of joint cultural heritage.

The Nowruz message of the UN Secretary General Ban Ki-Moon, who traveled to Egypt and Tunisia, will read to the audiences.

Also Tajik culture minister will travel to New York and lecture to the audiences. Ambassador from ten counties will lecture briefly about their countries' civilizations.

Nowruz, "New Day", originally "New Light" is the name of the New Year in Iranian calendars and the corresponding traditional celebrations and is also widely referred to as the Persian New Year.

Nowruz is celebrated and observed by Iranian peoples and the related cultural continent and has spread in many other parts of the world, including parts of Central Asia, South Asia, Northwestern China, the Crimea and some groups in the Balkans.

It marks the first day of spring and the beginning of the year in Iranian calendar. It is celebrated on the day of the astronomical vernal equinox, which usually occurs on March 21.
